Norwegian crew in control of = refugee ship:=20 Owner

SLO:=20 Norway weighed a response on Wednesday after Australian = troops=20 boarded a Norwegian ship carrying hundreds of Afghan = refugees who=20 were rescued at Canberra's request, but the vessel's owner = said the=20 Norwegian crew remained in control of the = freighter.

"The=20 Australian troops are emphasizing that they are not going to = take=20 control, not yet at least," Per Ronnevig, spokesman for the = ship's=20 owner and operator Wilh. Wilhelmsen, said.

"They are = looking=20 after the refugees. That is one of their responsibilities. = The other=20 is to protect our crew from the refugees. Our crew controls = the=20 ship," Ronnevig said.

He confirmed that the ship, the = Tampa,=20 had defied an order from Canberra and entered Australian = territorial=20 waters off Christmas Island, a remote Australian territory = near=20 Indonesia.

"We did not try to enter their waters -- = we did=20 enter," Ronnevig said. "Yes, the Australian government told = us not=20 to enter within the 12 nautical-mile limit. But the thing = is, our=20 captain declared a distress situation. He was very concerned = about=20 the health situation of the refugees which has got worse in = the past=20 48 hours.

"We had been sending requests to the = Australian=20 government for medical supplies and medical care which had = not been=20 delivered. He felt the only thing he could do was send a = distress=20 signal and move into the territorial waters," Ronnevig=20 said.

He said the captain of the Tampa had rescued = the=20 refugees from their sinking wooden boat off Indonesia = earlier this=20 week after receiving a request from the Australian = government to=20 assist them, and he criticized Australia for refusing = afterwards to=20 let the ship put into one of their ports.

"When = somebody's in=20 distress, it is common law that everyone should help them. = You bring=20 them to the nearest harbor.

"That means that the = Australians=20 that asked us to assist them in this rescue operation also = refuse to=20 accept the people and that's a kind of peculiar situation," = he=20 said.

Norwegian government officials meanwhile were = in=20 meetings to formulate a response to the latest developments, = a=20 foreign ministry spokeswoman said.
