This is the federal election pendulum, based on the results of the 1990 federal election.
It was published in September 1991, two months after Paul Keating resigned as Treasurer and unsuccessfully challenged Bob Hawke’s leadership. Keating would go on to defeat Hawke in December 1991 and lead Labor to victory at the March 1993 election.
It’s not clear from the markings, but I think the pendulum was published in The Australian.
