The Victorian State election was held on September 18 and unexpectedly resulted in the defeat of the two-term Kennett coalition government.
Jeff Kennett led the Liberal and National parties to victory in 1992 and again in 1996. He was widely expected to win an easy re-election to a third term in 1999.
A large swing against the government in regional areas led to a hung parliament. Three rural independents then agreed to support the Labor Party and Steve Bracks led the ALP back into government.
