The table on this page shows the numbers of members of Cabinet and the overall Ministry since 1949.
The overall ministry today has 42 members, comprising 23 members in Cabinet, 7 members in the Outer Ministry, and 12 Assistant Ministers, previously known as Parliamentary Secretaries.
Scott Morrison’s Cabinet, sworn in on August 28, 2018, has 23 members. Following the July 2016 election, the Turnbull government had 22 members, itself an increase from 21 when Turnbull became prime minister in September 2015, and from 19 in the Abbott government.
Until 1956, all ministers were members of Cabinet. Menzies introduced the inner and outer ministry system following the 1955 election.
During the Whitlam government (1972-75), all 27 members of the ministry were in the Cabinet because the system of a Cabinet and Outer Ministry was abandoned. Having so many ministers in the Cabinet was widely regarded as a bad thing and the next Labor government under Bob Hawke reintroduced the two-tier model.
