The following is a statement from the Senate’s closed deliberations on the Articles of Impeachment against President Clinton, excerpts of which senators were allowed to publish in the Congressional Record for Friday, February 12, 1999.

I rise to explain my decision to convict President William Jefferson Clinton on two Articles of Impeachment charging him with High Crimes and Misdemeanors. I have heard from thousands of fellow Tennesseans during this trial, and their opinions were deeply split. While I looked to the people of Tennessee for guidance, responsibility for my final vote ultimately turned on my own conscience.
