President George W. Bush has delivered an address to the nation calling for education reform.
Bush proposes a program called No Child Left Behind.
No Child Left Behind requires states to assess basic skills in students at selected grade levels in return for federal funding. Standards are to be set by each individual state.
Addendum: The US House of Representatives passed the No Child Left Behind legislation by 384-45 on May 23, 2001. It was co-sponsored by Republican John Boehner and Democrat George Miller. It passed the Senate by 91-8 on June 14, 2001. It was co-sponsored by Democrat Edward Kennedy and Republican Judd Gregg. Bush signed it into law on January 8, 2002.

A week ago today I received a great honor, and all the great responsibilities that come with it. The first order of business is education reform, and we have started strong.
