Clinton Pardons McDougal In Final Act As President

President Bill Clinton has issued pardons for about 90 people, including his former Whitewater business partner, Susan McDougal, the woman who went to jail rather than give testimony to a grand jury.

McDougal was convicted in 1996 in a trial where Clinton gave testimony in her defence. She maintained throughout the Whitewater investigations that Clinton was never involved in illegal loans.

Her then husband, James McDougal, now deceased, was also convicted, but co-operated with Independent Counsel Kenneth Starr and implicated the Clintons. His wife steadfastly defended the Clintons and waged a war of words with Starr, accusing him of a political witchhunt.

Clinton has also pardoned his former Housing Secretary, Henry Cisneros, who resigned in 1996 over allegations that he lied to the FBI about payments he made to a former mistress.
